Transparency

This new ledger will be centralized and publicly available, making it more user-friendly. This
level of transparency is necessary as taxpayers, journalists and voters have a right to know the
influence individuals and corporations have on political parties.

Efficiency

As all donations will be required to be made through this method, there will be no need for a manual declaration by donors and parties. This would greatly enhance efficiency and decrease administrative costs for the AEC, donors and political parties.

Regulatory Solutions

Regulation requirements can be written into the code which diminishes the need for the transactions to be regulated. Donors would not be physically able to donate over the maximum donation price. To protect the privacy of individuals making small donations, donations made under the disclosure

Regularity of release

In contrast to the current donation registry that is released annually, LobbyLedger will make transactions available in near real-time. This is imperative for the information to be relevant. Voters, in particular, could use real-time information to determine any bias in the party they are supporting in an upcoming election.

Integrity

This inbuilt code solves the problem of money-laundering type behaviour as payments made by a donor to individual branches of a party will be accumulated and will be made public over the threshold amount set by the AEC. A recommendation to make this process more transparent would be to lower the disclosure threshold amount in WA to $1000 per financial year. This would be in line with the Victorian Electoral Commission which passed new legislation in 2018.
